| The purpose of this research is to identify the dynamic of policy process at village level, as well as the forms of the policy process itself. This qualitative research took four villages in Sub-district of Padang Cermin as purposive sampling. The research showed that the policy process at four villages represented a policy community because it was encouraged by their cultures, their common values and norms which expressed in their daily life |
